This series is a view of The Treasury Building from Room 311 of the W Hotel, Washington DC. The eighteen images cover 54 seconds on the afternoon of September 25, 2019. A flag outside the window creates shadows that move across the curtain. The shadows create transparency.

I was in DC to work with Congressional staff on funding for public health infrastructure. The Treasury Building, adjacent to the White House, was the first federal office building in DC. It was opened in 1800, two years after the first public health act which established maritime hospitals. The need now is for actionable information; a building block for health and equity.

These are images of light and shadow. There are layers and textures: the curtain with folds, the window with grille, the Treasury Building with columns and windows. A flag is the one element that moves during the exposures. The flag creates the shadows that change the transparency of the curtain.

This is a moment when a sense perception breaks through the rush of activity. Stop. Look. Look again. Something very ordinary, a view from a window, feels extra-ordinary, a reminder of the uniqueness of each moment, multiple moments in a minute.

Life is fleeting, savor each moment, the small ones as well as the grand ones.

Steps Using Risomotion https://philipbell.art/risomotion

  1. Upload Frames (the source jpgs)
  2. Risomotion creates a ledger sized png for download
  3. Print the png (on any printer, in this case on the Risograph at Lot'sa)
  4. Scan the printed version
  5. Risomotion "recompiles" the scan into a gif or an mp4 video
  6. Cut and staple the printout into the pages of a flipbook
